USPS Delays Full-Service
NOTICE: USPS Defers Full-Service Requirement for Automation Prices
You have probably heard of the ruling on Full Service regulations on November 21st by the Postal Regulatory Commission (PRC). They argued that by charging non-automation rates to mailers that hadn't implemented Full-Service by January 26th 2014, they were in effect creating an additional rate increase on top of the annual rate increase that the PRC approved in the same ruling. This would push the overall price increase above the maximum rate adjustment and as such they would not approve both increases.
This decision gave the Postal Service little alternative but to delay the implementation of the Full Service regulations until a later date and this was confirmed on Friday in a DMM Advisory from USPS. Mailers who are not enrolled in Full Service by January 26th will still qualify for automation rates, although Full Service mailers will also qualify for additional per-piece discounts.
The USPS remains committed to implementing its Full Service regulations at a later date, however. As a reminder, Full-Service offers:
• An additional discount on every mailpiece
• Address correction information at no additional cost
• Container, tray and mailpiece visibility
• No Annual permit fees when > 90 percent of annual mailings are Full-Service
